It actually does cool you down
My car.
It just like stated. I added a little water and turned on the fan and in about 30 seconds it was blowing cool air. I've used it quite a bit on the same batteries. I like. Totally worth it in terms if you need to cool down quick like from a hot flash.

I let it run all day on my computer desk using the USB port.
I work in a cubical all day long and continually get hot flashes. This little air conditioner cools me down twice as much as a regular desk battery operated fan.
