  There are 450+ CERT Teams and Sector Units, functioning in 129 CERT Programs covering 50 counties in Florida as of May 2004 and we continue to grow. Local fire departments, law enforcement agencies, county emergency management offices and other groups such as some Red Cross Chapters, schools, civic groups and businesses sponsor the CERT Program in the State. FEMA FY02 Supplemental Grant funds are being used to start-up programs in counties and locations without programs and to expand current programs. At least 8 CERT Train-The-trainer courses are planned for 2004 with information on these course being found on the Florida Division of

Training has been conducted in high schools for students, faculty and staff, in businesses, through churches and in many neighborhoods. CERT trained volunteers in several areas of the State have formed CERT associations and meet regularly to maintain their skills and prepare themselves for disasters.

With additional training, CERT volunteers also perform community service duties to support local emergency management & emergency services ranging from working in emergency operations centers to helping to feed and support workers in staging areas and assist in manning shelters. Specially trained CERT volunteers also assist with damage assessment, traffic control and evacuation, first responder activities, mitigation education activities and public education activities.

The State's Division of Emergency Management coordinates the CERT train-the-trainer course to help local agencies start-up a program. Some counties and municipalities also conduct train-the-trainer courses as needed.

  This is a "new" program starting up in Spring 2004. There was a program at one time in the Altamonte Springs Fire Department but that program ceased with the merger of the Altamonte Springs Fire Department with the Seminole County Fire/Rescue Service. The Clay County CERT Program began in 2001, with training 150 school administrative personnel in all 30 public schools and then adding two community teams in 2002. Over 300 individuals have now completed the intense 18 hour classroom/practical hands-on course as of December 2002. Refresher training includes monthly newsletters, training modules, quarterly meetings and a 6 hour refresher course.

  New program begun in late Fall 2003. Daytona Beach is the active "Special Events" capital of Florida, hosting multiple large-scale national and international events, is highly vulnerable to weather disasters, transportation emergencies and other significant emergencies. CERT team members have proven to be a valuable additional resource during these events and major emergencies such as the 2004 hurricanes.

  We have 120 active people trained. We meet once a month for training. Each quarter, we have a full-scale drill that specializes in disaster operations.
